If I save images in the jpeg2000 format, they will always have the same
filesize and quality, no matter which quality option I gave.

Reproducible: Always

Steps to Reproduce:
edit&save as jpeg200 with different quality options

Actual Results:  
always the same filesize& quality

Expected Results:  
different filesize & quality

OS: Linux (x86_64) release 2.6.32-22-generic
