Scarse project is a free software project, inactive since 2005. A library with
profiles is offered. There is no license explicitly mentioned:
http://www.scarse.org/

Regarding the second, the sRGB was originally suggested by HP and MS in 1996,
so it may be an original profile. You can still download sRGB profiles today
for free redistribution from color.org, but they are not identical.
