I think that the assumption "1) the order should be unique in the whole
collection, cross all the albums." would
restrict the possible usage scenarios.
For example, if one wants to create different galleries for
a year (i.e by defining tags gallery_year and gallery_summer),
then both could use a subset of common pictures.
However these common pictures could be arranged in a different
ordering in each gallery. Thus the ordering would not be unique
in the whole collection.
Anyway, this would be a really cool feature ..
