Gimp 2.6.8 noise HSV generator source code.

For information, the gimp plugin to take a look how to adjust HSV values
randomly.

This plugin is too technical and not photo oriented. We need to make an
abstraction for end user as PowerRetouche tool. Typically, we need to adjust
the right H,S,V values to increase/decrease noise in image. User don't care
about HSV adjustments. He want to see graininess depending to sensitivity in
ISO. that all...
