jpegutils compilation fix

Version:           2.0.0 (using KDE 4.5.3) 
OS:                MS Windows

Digikam fails to compile transupp.cpp on emerged windows kde (mingw4), due to
way the libjpeg is built by emerge. Same problem with lossless jpeg operations
kipi-plugin

Reproducible: Didn't try
