I think this is too specialized.

You can easily mass-geolocalize your photos by selecting as many as you wish,
use geolocalization choose location and all of them will be marked with this
location.

Theoretically this could be done with Batch Queue Manager - two actions in one
queue, 1st assign tag, 2nd assign location. Since there is much data
"geolocalization queues" could be generated automatically and distributed
separately as text files(?). You want this feature, download this files, place
in appropriate place and voila.

Note: I don't know how queues are stored, maybe it is worth to make them as
simple plugins?
