Black subtraction is already used in dcraw code, but black level is constant
(some banding suppression is performed only for Canon cameras).

Custom routine can calculate black level per color channel or
separate levels for odd/even columns (or both).

Calculation stage is fast enough because black frame width is about
4-150 pixels (in different cameras).
So, there is no significant slowdown (expected).

Anyway, no such custom routines are present in LibRaw 0.7.0. There is
only 'technological holes' for it.
