Backport commit 900430 to KDE3:

Reimplement minimumSizeHint of the scroll area.
The minimumSizeHint of a QScrollView is usually independent of the widget
contained, but here we want to have a certain amount of minimum horizontal
space.
Limit minimum size to 40% of desktop width.
