About the problem of the digikam-dbg package, you have to report this to Ubuntu
directly...

Some Qt bugs are starting to be reported upstream....

In any case, note that KDE SC 4.3 was not tested properly with Qt4.6 and that
caused some breakages.. this could be related (or not).

May be the situation changed with Qt 4.6.0 final. 
I have also heard that Ubuntu should be distributing an updated version of
Digikam (beta6 or rc1) ... could you try to install them ?
