Moc-up of Caption & Tags right sidebar including line to create Tag

To Julien #43,

here a moc-up of Caption & Tags sidebar including a new Line Edit widget
dedicated to Tag Creation.

The new line edit is just behind Tag tree view and a button to valid entry is
placed on right side.

The layout is fine for you ?
