That's really strange.  I've received no other reports about
problems with kipi-plugins menu entries.

The 21 kipi plugins are listed and enabled in settings -> configure digikam ->
kipi plugins?


What's the output of

 strace digikam 2>&1 | grep kipi | grep /usr/lib

You should get repeatedly for each plugin:

open("/usr/lib/libkipi.so.0", O_RDONLY) = 3
access("/usr/lib/kde3/kipiplugin_jpeglossless.la", R_OK) = 0
stat64("/usr/lib/kde3/kipiplugin_jpeglossless.la", {st_mode=S_IFREG|0644, st_size=1738, ...}) = 0


Another check would be: create a new test user account  and start digikam
there.
