Ctrl-Tab, Ctrl-Shift-Tab don't navigate between widgets
Ctrl+Tab 
Focus to next widget (e.g. to get focus out of text fields). 
        BAD - doesn't work, with Tabs enabled in comments field it works as Tab,
          with Tabs disabled doesn't work at all
Ctrl+Shift+Tab 
Focus to previous widget (e.g. to get focus out of text fields). 
        BAD - see above
