digiKam from trunk : NEWS file is restored. I have created a NEWS.0.9.0 and a NEWS.0.9.1 to be more readable.

The NEWS file is the current implementation report. It will be renamed NEWS.0.9.2 when final release will be done.

To developpers : please continue to comments this file with the current implementation from trunk (bugfix from B.K.O and New features). The NEWS file is very important to give a serious developement quality report for end users.
