I'm using Digikam since 3 years. Before Digikam do not support  IPTC, and I made on my picture the IPTC-Comment with XNView. No, I have a lot  IPTC-Comment thy are not recognized from Digikam.
Refresh do not work. Please make a function to rescan IPTC Comments also. Thanks
