Ligthroom stores the rating in the XMP sidecar the following way:

  <rdf:Description rdf:about=""
    xmlns:xap="http://ns.adobe.com/xap/1.0/">
   <xap:ModifyDate>2006-10-29T04:24:26-05:00</xap:ModifyDate>
   <xap:Rating>3</xap:Rating>
  </rdf:Description>


In short it does not use IPTC. I would refer to the XMP specification. Photoshop is likely to do the same.
