I'm not sure you can close the bug for that. We should 
check if it is *only* a distro issue or not

Re-Add Build-Depends: libgphoto2-2-dev

IIRC, mandriva patched digikam as well to have a libgphoto-devel
dependency, now I wonder why digikam needs a devel package
to run....
