It's already implemented in 0.9.0 :

SHIFT + mouse wheel up == PAGE_UP
SHIFT + mouse wheel down == PAGE_DOWN

We need to use SHIFT key because if you don't use 'Zoom Auto Fit' option, Qt will use mouse wheel to pan canvas content.
