What's wrong with just having a simple, checkbox-driven dialog like the one to add tags to a picture?  Select Tools->Search from the menu, up pops a dialog with checkboxes in my tag tree, I select one or more of the checkboxes and it searches for pictures with all the tags (using 'AND').  Show the results by having an extra set of icons in the left pane (under the 'Albums' and 'Tags') called 'Searches'.
Sounds a lot easier then redesigning the whole GUI as proposed above, just reuse the elements and ideas from other parts of the interface.
