First question: no. My whole collection is on an USB disk with right read/write permissions.
Second: just I select "assign to a tag (my free translation from my spanish language)", and yes, I can see the new tag below the image. The same tag appears on the "tag browser" (clicking on the tab on the left side of the app window), but none images are inside the tag album.

This is the console output (+debug on the compile flags for more information) after start Digikam, select and assign "Place" tag to an image an then looking for it on the tag browser.
