Not necessary. You can publish beta1 and add in announce a message to 
translator that you will send a mail when i18n will be frozen (like in beta2 
or RC for example).

I vote to beta1.

Nota : DigikamImagePlugins ready to beta1 too. If you can make tarballs too...
