Your suggestion is exactly what I meant, using the space between the picture and the border as selection-space. Just yesterday I wanted to select one picture right in the middle of the right pane to rotate it (why are there no default shortcuts for rotating?) and had to point the mouse exactly at the tiny space between two borders. With the suggestion implemented, I would just have to click somewhere within the borders, just not the picture, and press 1 to rotate.
