future synopsis and editor schedule

Dear team,

I am preparing to travel to Israel and Belarus to visit family and will have
intermittent internet access beginning on June 25th. Because of this, we
will need to transition how we write the synopsis and submit the digest to
the dot.

I think we can share the task. To this end, I have written a simple wiki
page to schedule future editors here:

and have written up a complete guideline to being an editor here (writing
the synopsis, submitting to the dot, etc):

http://community.kde.org/Commit_Digest/Editor_guidelines

For the next two Digests, I will still be available and so I would like for
others to pick up the responsibility Starting this coming week. That way, I
can make sure to double check and we can check the process for any kinks.

I have let the dot editors know about the changes too.
