providing the handbooks/documentation, even if it means shipping the ones for 2.9 or transferring the user to the web-based docs as I've seen Calligra 2.9 apps do? 

The link between the "Help" menu and what documentation is ultimately opened (and how) is among the things I haven't yet figured out in KDE, otherwise I'd probably be suggesting this via a RR...
