Yes, I think this is a good thing to do. But creating the tooltip in this way only works for the default shortcuts. If you reassign, say, the shortcut for the freehand tool to 'F', the tooltip will still say 'B' even after a restart. I think Sven had some ideas on making this more dynamic.
