Still ODF files without a thumbnail (coming from somewhere else) need to be 
supported. And, most output of import filter chains e.g. also does not have a 
thumbnail yet, so the thumbnailer needs to render one itself.

Additionally, if the requested preview should be quite larger than the 
thumbnail available (e.g. in the Preview tab of the file properties), then 
rendering is also needed to be done.
