Strangely it's now okay for me to access that page with no reason.

Unfortunately I can't use IRC, because the outgoing traffic of our
school network will be limited at port 80 and 443 only.

Anyway thank you Staniek & Liu. I'll keep working then.

And, sorry for that I may have only fixed time to use the computer and
internet as I am at school, the schedule is rigid and the time is
limit, so if necessary I want to extend the deadline if I can't finish
it on time.
