Lets say it like this, 3 weeks is the limit of interest for a beta, passed 
that time you will start to get too many reports of bugs that are already 
fixed.

I would rather say that if we only one or two RC bugs unit test failure in 
three weeks, then we proceed with the RC and get them fixed ASAP.
