Combined startup view and file menu

Dear All,
As I promised, I invested some time to what I planned long ago: design
of combined startup view and file menu. [1]

RFC

This is a work and progress but based on these mockups, one can
extrapolate how other pages would look like.
These concepts could be shared even with Kexi since its tabbed toolbar
is compatible with this.
