Mmm. if it would not apply to background in cells, where would it apply? foreground?
At least libreoffice seems to apply it to cell color.

Granted, what they actually have with cells is eg. 
<style:graphic-properties draw:fill="solid" draw:fill-color="#333333" draw:opacity="20%" etc.
where as calligra atm. does not support draw:fill-color at all in cell styles.

What should happen btw when cell-properties have background-color and and there's also fill-color?
