you can create a normal bugzilla account at

https://bugs.kde.org/createaccount.cgi

If you've got one already and want to get permissions to modify and
close bug reports, file a sysadmin request at

https://bugs.kde.org/enter_sysadmin_request.cgi

and chosse the "bugzilla" component.
