I like this idea in theory, but as you made clear, I'm not sure how it
would be implemented.

But I like the idea of getting dynamic playlists with some surprises thrown in.

Hmm, another example would be creating a 'Dance' genre playlist that
would show variable preference to higher rater tracks. But still mix
it up, so non-so populat tracks get played along side the classics.
Keeps things interesting.
