This feature is already available.  If you right-click a track or selected 
group of tracks, or an album or artist in the collection browser, you can 
select "edit track information."  In that dialog, there is a tab for applying 
labels to tracks.  Then you can use the filters and/or smart playlists to 
select these tracks.

If you are not familiar, there is also a genre tag in the id3 and vorbis tags.  
Labels are nicer because you apply more than one label to each track, whereas 
with genre, you are limited to one value per track.

This is actually a good point that I had never thought of.  I always used the 
smart playlists to select songs with the score or rating that I want, but I 
can see how it might come in handy to see the rating while you are selecting 
manually from the collection browser.
