Winamp's latest version (5.3 but especially 5.33) now handles ID3v2.4.
Relevant entries in their ChangeLog for 5.33:

* Improved: [ml_local] Unicode media library support
* Improved: [ml_playlists] now uses m3u8 to retain unicode file info
* Fixed: [ml_local] no longer causes unicode files in playlist to
display ?????

I can't confirm this, but as of this point it looks like ID3v2.4 support
in Winamp should be fairly complete. It's a major plus for us, since
Winamp is still wildly popular on Windows boxes. So now if people
complain that files tagged with Amarok can't be read on Winamp, tell
them that they can, and that they should update to the latest Winamp
version. :-)
