reasigning bugs to TagLib

Hiya folks --

Since a lot of but reports for TagLib come by way of Amarok, a couple of
requests:

- Encourage people to use test with the CLI TagLib tools (tagreader,
tagwriter, framelister) if available.  That helps to isolate bugs to TagLib.

- If it's something about this or that file didn't work for whatever
reason, ask them to send a file, with [bugnumber].[extension] (i.e.
123456.mp3) to wheeler at kde.org.  That saves me from having to write a
follow-up right after the reply saying just that.  If useful I can
provide some text for you to paste.

- Please add yourself to the CC when reassigning.  It's not always 100%
clear that bugs are in TagLib (i.e. just because the text "TagLib"
appears in the backtrace doesn't always mean it's a TagLib bug.)  Most
of the reassignments are reasonable, but it would be nice to have
someone tracking the bug from the Amarok side as well.
