2.4.0 announcement

Heya folks :)

Can everyone please have a look at the 2.4.0 announcement and do
necessary edits before the weekend? It was written by one of our
code-in students and should be in decent shape already (didn't have
time to check yet) but probably still needs some fine-tuning.
We also need a screenshot for the announcement.
