Menu translation: keep them disabled

Thats not an issue. You can drag them around once your done creating
them all. We want them to be grouped by language and in the same order
as English.

Anyways, folks, there is some need for haste here. The "Insider" link
is broken on translated pages. We can fix this once we have all the
languages done. Its also not fair to Zizzfizzix since he did his work.
We might have to start offing languages.
