No, I don't think anybody is working on it, so feel free to give it a
try. As an introduction, we prepared some documentation for new
developers, you should have a look at:

http://community.kde.org/Amarok/Development/Join

Also please keep development discussions on this mailing list instead
of the bug tracker, so the other devs can see it.
