For 2.2: Moving Rescan Collection back?

Oh. You said "temporary workarounds," which sounded like you considered
moving Rescan Collection back to the menu to be one.

I should point out that Rescan Collection itself is far from temporary
or a workaround...it's been there as long as I remember.  :-)
