Post-2.2: Moving Rescan Collection back

I've never liked how Rescan Collection got moved to the Collection Setup
page. It's not discoverable, and certainly not easy to get to.

I just heard another reason why it's bad to have it hidden: someone
saying that when they upgraded to 2.2 beta1 for some reason the full
rescan on DB upgrade either didn't kick of or didn't work, so they were
left with an empty collection. Having the option to run the necessary
full scan so far away kind of sucks.

So my suggestion: move it back to the menu, but change "Update
Collection" -> "Quick Update Collection" and "Rescan Collection" ->
"Fully Rescan Collection"

Discoverable and very clear.
