I'm thinking an acceptable compromise might be to run it only if no
ID3v2 tag is detected, and tell users that if they have ID3v2 tags they
need to make them sane, which means using Unicode (UTF-16 for ID3v2.3 or
UTF-8 for ID3v2.4).

Thoughts?
