Yeah, that was my thinking.  It wasn't user-fudgeable to mess with in
1.4 either, yet the values would still get off in strange ways.  Having
it reset on a full scan should allow it to pick up changes that it might
otherwise miss, and put sanity back into (for whatever reason) insane
values.
