If the problem is more string than feature freeze, how about this:
- don't string freeze at all before making a release, let's say 2.2.3
- make another release with 2.2.3 code (e.g. named 2.2.3 international), perhaps 2 weeks later, but this time including updated translations.
I.e. string freeze after a release, not before.
