We'd certainly be interested.

Alternatively, we'd like to be able to simply configure the URL that the
Last.fm plugin submits to, in the same way a user can enter their
username/password.

We have a lot of users who use Amarok, and it would be great PR for
Amarok if you were the first GUI free software player to support this.
