tagging delayed while build service sorted

Hi all ..

Today is the 25th which is when tagging for PA4 was scheduled ... we're 
delaying it at least one week until the build service switch over is 
completely sorted.

The delay is unfortunate, but we can't tag what we can't test. There is a 
meeting tomorrow with various stake holders in the new OBS where remaining 
issues will be worked on.

I will be away for much of tomorrow, however, so won't be able to make it.
