When selecting a file type of which no files are tagged with a given tag, it is
shown but correctly not selectable.
However if a file of a given type with a given tag exists but is filtered out
by another filter (time or artist/album), the tag can still be selected, giving
zero results. When I then go back to e.g. time, the previously selected time
period is still selected but not visible because there is no file with the
selected tag and the selected time

Strangely when selecting Current Activity instead of a file type, tags are
selectable as well even if no file linked to the current activity has the tag

Tags should not be selectable if no file tagged with it matches the current
filter setting

Reproducible: Always

Steps to Reproduce:
1. Select a file type
2. Filter for a certain time period
3. Tag a file with a new tag
4. Select a different time period
5. Go back to tags

Actual Results:  
The tag is still selectable but shows zero results if selected

Expected Results:  
It should not be selectable
