It is explicitly discouraged. The systray - as Marco said - is reserved for 
system services in PA. If we allowed application-specific systray icons, we'd 
have no control over how many icons are displayed and the top bar could easily 
become cluttered.
However (see Marco's answer) if ownCloud synchronization becomes a central 
system service which clearly needs a tray icon for constant monitoring, it may 
be displayed as such. The application as such, however, needs to be 
controllable without the systray icon.
