Before it was possible to pull the task switcher up or down. Now only the top
bar can be pulled. This reduces the touch target for pulling significantly,
making it pretty hard to pull.

Reproducible: Always

Steps to Reproduce:
1. Pull the top bar down to reveal only the task switcher.
2. Try pulling the task switcher up or down

Actual Results:  
Nothing happens

Expected Results:  
Task switcher moves up to hide or down to reveal the launcher respectively.

Happened with 2012-01-10-09-09-basyskom-plasma-active-devel-meego plus updated
today (01/13).
