Handling of KWin related Bugs in Active

Hi all,

Bug 298285 [1] highlights a problem in our bug handling. While the bug report 
affected KWin, the KWin development team did not get informed about it, which 
is unfortunate as we are very active and fast with bug reports. I also did not 
know at all that KWin bugs are reported to the Active product.

I want to suggest that the KWin team is informed about all Bugs in some way 
related to KWin. The easiest way is to add the kwin-bugs-null user to CC list 
of any KWin related report. We then can still decide whether it affects us or 
not and remove the CC if needed.

Clear KWin bugs should be reassigned to KWin. The chances that we fix bugs is 
quite high if the report ends on our plate but gets close to zero if it is 
assigned to the wrong component :-)

Most KWin related issues which have to stay in Active will probably be 
reported in component "Task Switcher". Therefore I suggest to add named user 
into the default CC list.

If nobody yells no I will perform this change, this weekend.
