When you are in a non-scrollable activity and you move an item to below the
visible screen, it is not possible to scroll down to it.

Reproducible: Didn't try

Steps to Reproduce:
On an activity with nothing on it, create an item, then drag it below.

Actual Results:  
It goes "off screen" but the activity is not scrollable.

Expected Results:  
The activity should become scrollable (or even reposition so there is no "dead
air" at top?)

As soon as another item it added, it becomes scrollable. Repeating with that
item re-triggers the problem. The scrolling seems to be based on / rely on at
least one item being fully visible?
