locker effect in KDE/4.7 for Active

If it's a self-contained effect that does not rely on patches to KWin itself, just release 
a separate tarball like BeClock does. Not sure about feature freeze dates but maybe at 
least openSUSE and Fedora could pick it up and ship it that way.
